SENDD is always looking to expand our certified directory in Southeast Nebraska. We invite quality professional contractors to join our valued contractor team. We are looking for contractors with excellent communication and organization skills. Eligible contractors will have the opportunity to restore houses in poor condition while having a positive impact on individuals and communities. The territory includes properties located in the following Counties: Cass, Gage, Fillmore, Jefferson, Johnson, Nemaha, Otoes, Pawnee, Polk, Richardson, Saline, Saunders, Seward, Thayer, and York.

Contractor Requirements:

  • Proper insurance (Comprehensive public liability not less than $500,000 per occurrence for injury to persons and not less than $1,000,000 aggregated (bodily injury and property damage combined)
  • Registered in the State of Nebraska
  • Certified in “lead safe work practices” and/or “lead renovator” training.
    • Sub-contractors working on DPA/Rehab program may not be required to be Lead certified.  It depends on the type work being done.
    • In most cases, properties are assumed to have lead-based paint and contractors must follow “lead safe work practices” throughout the project.  The property must also pass a lead clearance test at completion.
  • Complete the SENDD Contractor application form
General Overview of the bidding process for Housing Rehabilitation
(includes Owner Occupied Rehabilitation Programs and Downpayment Assistance with minor Rehabilitation Programs)
  • Homeowners contacts contractors for bid
    • Homeowner will provide a copy of the “work write-up” (document created by the SENDD Housing Program Specialist identifying repairs to be bid on) and instructions on how to submit a bid. Contractors may also be contacted directly by the Housing Specialist on behalf of the homeowner.
  • Contractors submit “sealed” bid to SENDD prior to the bid deadline specified.
  • SENDD will open and review all bids on the deadline date and recommend award of the contract to the lowest responsible bidder.
  • Contractor signs construction contract and returns to SENDD
  • SENDD conducts a pre-construction meeting with the homeowner  and the contractor to go over all the projects details
  • SENDD Housing Specialist will inspect and monitor the construction process throughout the entire project.
  • SENDD will request final payment when the following conditions have been met:
    • Project has passed final inspection with homeowners acceptance
    • All lien waivers have been signed and returned to SENDD
    • Project has passed the “lead clearance test”
